Enable Vertical and Horizontal Scrollbar Everywhere

Enable vertical and horizontal page BODY scrolling (for example, where it is disabled if a modal is open).

Good live saver when using an adblocker to block certain elements. some sites just disable scrollbar when the adblock popup happens so you're screwed without this haha
