XioScript with AjaxButtons and TopManagerInfo

Including:
AjaxButtons, instead of opening every page, all your daily tasks are just right on the front page.
The main page of every subdivision gives you details on the top manager, include the maximum amount of employees and skill you can set.
The optional maximum amount of subdivision per page increased to 4000.
Other small overview layout changes.

-Fixed a bug where building was not possible if there wasn't a cookie from building in script 7.0 in that browser.
-The CTIE and Prime Cost function should now properly handle subdivisions with a quality modifier.
