GGn Better.php Link in alertbar

This will show a link to the Better.php page in the toolbar, next to the Alertbar link

Adds a link to the better.php page in the alertbar, next to the links to the Toolbox and Refresh Data. Note I don't think all user classes have this bar, so this will not work for you if you don't.
