Alt+2 - Insert to message/chat/post all your bases/cities 10 - 20 info

Removed underlines from the outpost to reduce the characters in an in-game message.

Adds POI info in quoted format, loss appears if you lose tier if said POI is dropped.

Added Base Names to the POI output. Please Note the POI infos will over fill character size, so you will need to manualy edit the output if this is the case

IfDropSc is our score if we drop that POI.
IfDropNxtTier is if we drop the tier if we drop that POI.

As the script builds the POI list it subtracts the last POI score with the next POI score from our total score and tells us if we loose tier.
