Cannot open a page which is >20 in users list

If you try to open user list on page which is >20 you get this error:

User list is limited to 1000 results.

However, in the page where users are listed, max page is 100 (which should be reduced, obviously):

This restriction was put in place due to bots causing performance issues by deep-diving into the results. With this now powered by ElasticSearch, I don't believe that is an issue any more, so I've removed the 1000 result limit.
